The AWS us-east-1 Outage of December 2021: When the Control Plane Fails

Retrospective: this article looks back at events from December 2021, written in 2026 with the benefit of hindsight.

On December 7, 2021, AWS's US-EAST-1 region experienced a major disruption lasting much of the day. Services including Disney+, Netflix, Slack, Venmo, Ticketmaster and Amazon's own delivery operations were affected.

What happened

According to AWS's summary, an automated activity to scale capacity of a service hosted in AWS's internal network triggered unexpected behavior from a large number of clients, causing a surge of connection activity that overwhelmed networking devices between the internal network and the main AWS network. The congestion affected monitoring and control systems, slowing AWS's own diagnosis and recovery. Many customers found that while their running workloads were mostly fine, they couldn't use APIs or consoles to manage them.

Why it mattered

The outage highlighted several things:

  • Control plane dependency. Applications that needed to call AWS APIs to scale, deploy or fail over couldn't do so during the outage.
  • Hidden US-EAST-1 dependencies. Some global AWS features and many third-party services depended on that region.
  • Status communication. The AWS Service Health Dashboard was slow to reflect the issue, prompting AWS to improve it.

Lessons in hindsight

  • Static stability: design applications to keep running without making control plane changes during an outage.
  • Pre-provision failover capacity rather than relying on launching new resources during an incident.
  • Understand which features are region-dependent, including identity and DNS configurations.
  • Have communication channels that don't depend on the affected provider.

In hindsight

US-EAST-1 suffered another major outage in October 2025, again illustrating concentration risk. Each event pushed more organizations toward multi-region designs for their most critical services — and toward honest conversations about which services truly need them.
